Civility Rules is a project developed through Uniting for Safe and Strong Communities and funded by Urban Rural Action (www.uraction.org). URA is a nonpartisan civic engagement program committed to bridging differences and strengthening community resilience. A cohort of 25–30 people—diverse in ideology, race, generation, and geography—built collaboration skills, deepened mutual understanding, and worked alongside local organizations to address pressing issues such as polarization and conflict. 

Mediation Services of Adams County Inc. partnered in this effort, bringing expertise in conflict resolution and dialogue. Together, the collaboration helps foster safer, stronger, and more connected communities.
